The practice record is GPS's OWN (entity_id: gps) — the owner the descriptor binds. The Agency is the HIRED builder (service_agreement, SIM), not the owner: its campaign chain stays its own portfolio record. The floor (mark, seals, refusals, verify surface) survives every lease — non-removable by design.
